Google drive not allowing me to download file

I have been using Drive for quite a while with no issues. I am using the latest version of chrome as well. When I click to download, the page refreshes multiple times, as if the request is somehow getting rejected, then it gives me a 'splash screen' that says ' this app is currently unavailable'.
